Our Attorneys

Julianne Hill leads the Powell Project. Since joining in 2016, she has worked on more than one hundred capital cases that have ended in less-than-death outcomes. Her areas of expertise include motions practice, investigating and litigating intellectual disability, and negotiating non-death resolutions. She has served as faculty and presented trainings at capital defense seminars in numerous states. She formerly worked for human rights organization Reprieve, where she focused on lethal injection in executions and aiding foreign nationals facing the death penalty. In law school she interned with the Equal Justice Initiative in Alabama and the Habeas Corpus Resource Center in California. Julianne obtained BA and MA degrees in Political Science from Arizona State University and a JD from Harvard Law School.

Annie Manhardt joined the Powell Project in 2024. Previously, she spent six years at the Prisoners' Rights Office in Vermont, first as a Legal Fellow representing elderly prisoners, then as a Staff Attorney and Supervising Attorney. While at the Prisoners' Rights Office, she represented hundreds of clients in administrative hearings, lawsuits regarding prison conditions, appeals to the state supreme court, and post-conviction relief proceedings. In law school, Annie received the Andrew L. Kaufman Pro Bono Service Award for her work at the Prison Legal Assistance Project. Annie grew up in Washington State and received her B.A. in sociology from Willamette University. She graduated cum laude with a J.D. from Harvard Law School. .
